budgie-core software package provides Core package for Budgie-Desktop, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install budgie-core
budgie-core is installed in your system.
Make ensure the budgie-core package were installed using the commands given below,
$ sudo dpkg-query -l | grep budgie-core *
You will get with budgie-core package name, version, architecture and description in a table
